Rules as shown in the Minor League and T Ball Rule book are in effect except as listed in the following rules. The Rules can only be changed with approval of the MBSA Board of Directors. Manager/Coaches cannot change the rules under any circumstance. 

 

 

  1. This division is competitive and managers are required to keep score for both teams. However, keep in mind this is the first season score is being kept so be flexible and DO NOT forget the primary goal is to teach the kids how to play ball and to make sure the kids have fun.

  2. Any manger, coach or player ejected from a game must sit the next game a second ejection will result in a three game suspension and the MBSA board hearing.

  3. Division coordinator must be informed of all game protests within 24 hours after the completion of the game in protest. Both game managers must provide information pertaining to the protest within 48 hours.

  4. No jewelry can be worn.

  5. Each game will be 6 innings OR a 2 hour time limit. You cannot start a new inning after 1 hour and 45 minutes has elapsed. However you may complete an inning if it has already started and is now beyond the time limit.

    1. An official game is 4 innings (3.5 if the home team is winning)

    2. A maximum of 5 runs is allowed in one half inning, regardless of the number of outs. When 5 runs are scored or 3 outs are made the half inning is over. 5 runs or 3 outs whichever occurs first.

      i. Last inning exception: There is no run limit for either team in the 6th inning. The mercy rule below does not apply in the 6th inning.

    3. Mercy rule: 12 runs ahead after 4.5 innings if the home team is winning and 5 complete innings if the visiting team is winning.

    4. Games can end in a tie

  6. You can start a game with 8 players and must finish a game with 8 players. If you start a game with 8 players and 1 player leaves you forfeit the game. You cannot borrow a player from another team to achieve the minimum player requirement.

  1. All players must hit in the lineup with free substitutions in the field.

  2. A player injured or leaving the game will not be recorded as an out in the lineup.

  3. A player arriving after the game starts will be inserted at the bottom of the order.

  4. Batters on the bench including on deck batters are NOT ALLOWED to take practice swings. The manager and coaches are required to make sure this doesn’t occur. Managers and/or coaches can be ejected for allowing practice swings to occur.

  5. Runners may continue to run the bases until the ball is in control by an infielder. Use your discretion; if the runner just passed a base and the ball is in control by an infielder then have the runner return to the base he just passed. Runners do not advance on overthrows.

  6. Any player that warms up a pitcher either before an inning or in between innings must wear a protective mask.

  7. Each team fields 10 players, there will be 4 outfielders (spread evenly) no less than 15’ from the infield. There cannot be more than 10 players on the field at any time. No player is allowed right behind second base.

  8. Every player must play at least 2 consecutive innings in the field and cannot sit out more than one inning in a row. Every Player must play at least 4 innings in the field (6 inning game).

  9. No player may play more than 2 innings at one position. Every player should play at least one inning in the infield and at least one inning in the outfield.

  10. A batter will be called out on a third strike dropped by the catcher and no play to first may result.

  11. Catchers must wear all equipment, no skullcaps are allowed. Can still use own glove instead of catcher’s glove.

  12. With two outs a Manager is allowed to put a courtesy runner in for the catcher. The runner must be the last batted out.

  13. Pitch count rules can be found in the “MBSA Pitching Rule Supplement”. Specific division rules supersede the supplement.

  14. Pitchers will pitch from 46 feet. Pitchers are encouraged to wear heart guards although it is not required.

    1. Standard baseball rules apply for balls and strikes except strike zone is just below the shoulders to mid-calf. Batters can now walk. Hit batters take first base.

    2. Pitchers have the option of wearing a batting helmet when pitching. Ask the child’s parent for their preference prior to having the child pitch for the first time.

    3. Only two consecutive walks are permitted. The next batter must hit or strike out. A hit batter counts as a walk. Hit batters always get first base no matter how many previous walks or hit batters.

    4. If the pitcher walks 2 consecutive batters then the manager/coach must pitch to the next batter who must hit as explained in paragraph 20c. The manager/coach of the pitchers team should be prepared to take the mound quickly to provide instruction and be prepared to pitch to the next batter. It is expected that the manager/coach will pitch NO faster than a typical 9-year old pitcher.

      1. The pitcher then returns to the mound to pitch to the next batter.

        1. ​​​If the pitcher reaches the pitch limit after 1 walk the replacement pitcher comes in with a clean start (0 walk count). 

        2. If the pitcher walks 2 consecutive batters for a second time the pitcher must be replaced.

          1. The next batter still must hit and the manager/coach pitches to the batter before the new pitcher takes the mound.

    5. ​​​If the pitcher hits 2 batters in a row in the same inning or 3 total batters in the same game the pitcher must be removed.

    6. A manager or coach may make three trips to any one pitcher in any one inning. On the fourth trip that pitcher must be replaced.

    7. The pitcher can take any other position but may not pitch again in that game.

  1. Ask your parents if they want their child to wear a caged helmet while batting prior to the start of the season. If a caged helmet is worn it is replaced by a standard helmet if the batter reaches base.

  2. No barreling by a runner or fielder is allowed. A warning will be given the first time. 2 occurrences by the same player during the same game will result in the player being ejected for the remainder of the game. When the runner is the offender an automatic out will result. When the fielder is the offender the runner is safe. Make sure your parents and players are fully aware of this rule.

  3. No Leads, No Stealing

  4. There is no bat throwing at any time. If a player throws a bat, there must be a warning given. After the warning, please notify the parent.

  5. Defensive coaches are not allowed on the field but should stand in the outfield’s foul territory (L&R field) to provide instruction. Remember the kids can run freely until the ball is in control by an infielder so it’s important to teach the kids how to get the ball in quickly.

  6. The team on offense should have a 1st and 3rd base coach. The manager may appoint a third coach to manage the bench.

  7. The home team is responsible for the plate umpire, visiting team supplies the field ump. Home plate umpire must wear mask, chest protector, shin guards. (It is recommended that the manager pre-schedule a parent to fill these roles with the overall game schedule)

  8. Umpires Home plate ump will call ball/strikes and foul lines. Strike zone is mid-calf to just below the shoulders. Field umpire calls 1st, 2nd, 3rd base, and fly balls.

  9. No shorts are allowed during a game, only uniform pants are allowed.

  1. Home team shall always use the first base dugout.

  2. The first game home team shall set up the field and the last game home team shall put away all bases and umpire equipment in the shed.

  3. Sliding headfirst is not allowed. If a runner slides headfirst he will be called out.

  4. Batters, base runners and player base coaches MUST wear helmets.

  5. No Bunting, No Infield fly rule

  6. Only approved little league bats may be used (max barrel size 21⁄4”). Any bats not meeting this specification must be removed from play immediately.

  7. Players must wear an athletic supporter/cup and cleats. Heart guards and safety glasses are recommended but optional.

  8. Pitcher’s mound is 46’ and bases are 60’

  9. Let parents know they need to get to the field 15-20 minutes prior to game time. All coaches and managers should be on time as well. As they get older, warm up period becomes more and more important.

  10. Fields must be maintained (raked, policed etc.) and will have baselines done each week, as well as coach boxes. There will be a schedule prepared for the season. Each manager will be responsible to submit their parent who will be doing the field maintenance on the designated week. Parent must sign schedule book (in the shed) upon completion. Failure to perform scheduled volunteer work will result in forfeit of work bond.

  11. The 1st game’s home team is responsible for getting the equipment (bases, home plate and mound) from the shed. The home team from the last game is responsible for returning the equipment back to the shed.
